Fuller Long – HEA is proud to have collaborated on redeveloping a beautiful Georgian Terrace House in the London Borough of Tower Hamlets. This successful project brought together the expertise of Fuller Long’s planning team and HEA’s heritage team to secure planning consent for this Grade II listed property, located within a conservation area and surrounded by other historic listed buildings.
The property’s listed status and its location within a conservation area presented complex planning challenges. The proposed works required a careful balance between modernising the property and preserving its historic significance. The London Borough of Tower Hamlets required a detailed Heritage Statement to evaluate the impact of the proposals on the building’s historic significance and the surrounding heritage assets.

This project showcased the seamless collaboration between Fuller Long’s planning team and HEA’s heritage specialists. Together, the teams undertook a comprehensive assessment of the property and the proposed works, which included a contemporary double-height glazed extension designed to integrate the basement with the upper floors. The proposal sought to deliver a modern, functional living space while respecting the building’s historic character.
HEA’s heritage team prepared a Heritage Statement, demonstrating that the changes while altering the building’s appearance, were carefully designed to be sensitive to its historic character. Fuller Long’s planning experts ensured the proposals aligned with relevant local and national planning policies. The assessment also concluded that, as the development would not be visible from surrounding areas, the character and appearance of the conservation area would be preserved.

The collaboration produced a robust set of documents, including two separate Heritage Statements addressing internal and external works, alongside detailed planning justification. These comprehensive submissions reassured the planning authority of the sensitivity and compliance of the proposals.
Outcome
In coming to their conclusion, Tower Hamlets Local Planning Authority stated that the proposed works were ‘considered to preserve the Grade II Listed building and comply with section 16 of the Planning Listed Building and Conservation Area Act 1990’. The proposal was also found to comply with S.DH1 and S.DH3 of the Tower Hamlets’ Local Plan 2031: Managing Growth and Sharing Benefits (adopted in 2020).
